WBG eConsultant Terms and Conditions of Use

The following describes the terms on which the World Bank offers you access to the WBG eConsultantant For the Selection of Consultants web site.

This statement describes the terms and conditions applicable to your use of the site under the domain http://www.worldbank.org/wbgeconsultant (the “Site”).  The terms of this Agreement are in addition to the World Bank general terms and conditions contained in the Website Usage Agreement. Any inconsistencies or contradictions between this document and the Website Usage Agreement the Website Usage Agreement will govern.  Use of the Site constitutes acceptance of these terms and conditions.

General Policy
The World Bank is committed to protecting the privacy of our website visitors.  We do not collect any personal or business information unless you provide it to us voluntarily when conducting an online transaction on the Site.

Information Collected
When you choose to provide personal or business information to us to conduct an on-line transaction, we use it only for the purpose of conducting the specific on-line transaction that you requested. The information is also used for the purpose of vendor searches.  For each on-line transaction, we require only the minimum amount of personal and business information required to process your transaction.

We do not give, share, sell or transfer any personal information to a third party unless required to do so by law.  If you do not want any personal or business information collected, please do not submit it to us; however, without this information we will be unable to process your on-line transaction.  Review, update and correction of any personal or business  information can be done directly in the Site.

Use of Cookies
When you choose to enter into an online transaction, we use cookies to save the information that you input while progressing through the transaction.  A cookie is a very small amount of data that is sent from our server to your computer’s hard drive.  By setting this cookie the World Bank will remember you the next time you visit and won’t have to bother you by asking questions you have already answered (like address information).  If your browser is not configured to “accept” cookies, you will still be able to access the information on our web site, but you may not be able to perform online transactions.

Accessing, Reviewing and Changing Your Personal and Business Information
We offer you the ability to automatically review and change the information you submit to us by logging into the Site and entering in the new information yourself. The World Bank will not make any changes to your personal and business information on your behalf.  You can change your user Id, email address, contact information and Firm specialty.  You must promptly update your personal and business information if it changes or is inaccurate.

Security
The Site has security measures in place to protect against the loss, misuse and alteration of information under our control.

Proposal Guidelines
The following information pertains to the handling of the expression of interest (EOI) and the financial and technical proposals:

1).  Receipt, Marking and Mailing of Documents
Consultant shall receive and send all documents through the Site. Consultant shall not mail, fax or email any portion of their EOI or technical and financial proposal.   The official  record is what is contained in the WBG eConsultant system.

2).  Bid Errors and Modifications
Each Consultant is expected to review all information input in the system to ensure its accuracy.  Information contained in the system is the official record.  No other documents outside of the system can be used to modify information.

If consultant wishes to modify their EOI or Proposal they shall used the clarification functionality in WBG eConsultant.

No EOI or Proposals may be modified subsequent to the due date.

3).  Withdrawals
Consultants may withdraw EOIs and proposals only if a written notice of the withdrawal is received by the Team Leader, or their designated representative, prior to the prospective due date;  WBG eConsultant has no capability to withdraw or cancel EOIs and proposals once they have been submitted.

4).  Signatures
Consultant is not required to sign and or submit a signature page with your proposal.  By pressing the submit button on the Submit Technical and Submit Financial pages; you certify that the information contain in the site is the official proposal of record and no other document outside of the system can or will be used to edit, alter or modify the data contained in WBG eConsultant.
