2.2  Administrative history   In 1965 the World Bank established an office in Rio de Janeiro, Brazil, followed in 1971 by an office in Brasilia and in 1974 by an office in Recife.  The Rio and Brasilia offices were closed in 1978, but the Brasilia office reopened in 1987. 

President John J. McCloy visited Brazil in 1949, the same year the first loan was made by the Bank to Brazil.  Both Bank President Eugene Black and Vice President Robert Garner visited in 1951, underscoring the Bank’s interest in Brazil.  Brazil was the Bank’s third largest borrower in the years between 1949 and 1971.

3.1 Scope and content   The file includes the drafts of the 1987 establishment agreement between the Bank and the Government of Brazil, correspondence received from institutions and government organizations in Brazil welcoming the resident mission, correspondence within the Bank on the administration and program for the Brasilia office, and newspaper clippings on the establishment.
