About the country

The Republic of Azerbaijan is located in the southeastern part of the Caucasus. Lying at the crossroads of Europe and Asia, the country has a unique geographical position to promote security and stability in the South Caucasus and the Caspian Basin. Evidence of human settlement in Azerbaijan dates back to the late Stone Age. Azerbaijan's freshwater wells made it a welcome resting place for travelers along the Silk Route more than 800 years ago. In the 19th century, a different kind of well - an oil well, became the driving force behind the country's resurgence. In 1848 Azerbaijan drilled the world's first oil well in the region of Bibi-Heybat.

After regaining its independence in 1991, the Republic of Azerbaijan embarked on transforming itself to a democratic society based on the rule of law. The establishment of an open market society through economic reforms, transparency and long-term stability is an integral part of this commitment.

The World Bank Group has accompanied the transition and development process of the country with substantial lending, technical assistance and capacity building support. The current Country Partnership Strategy focuses on 4 pillars: (i) improving public sector governance; (ii) supporting sustainable growth in the non-oil economy; (iii) increasing quality of and access to social services; and (iv) improving environmental management and advancing the climate change agenda. These priorities are fully aligned with the national State Program on Poverty Reduction and Sustainable Development (2006-2015).

Azerbaijan led the world as the top reformer in 2007/08

Eastern Europe and Central Asia dominated this year’s list of the top 10 reformers with 4 newcomers: Azerbaijan, Albania, the Kyrgyz Republic, and Belarus. Eastern Europe, Central Asia and the Caucasus, led by Azerbaijan, made more changes than any other region in making doing business easier over the past year, according to annual rankings of 181 countries by the World Bank. The Bank heralded the 28 countries in these regions for streaming regulations, boosting property rights and widening access to credit - Azerbaijan jumped 64 spots from last year to 33. Azerbaijan started operating a one-stop shop in january 2008 that halved the time, cost, and number of procedures to start a business. Business registrations increased by 40% in the first 6 months. Azerbaijan also eliminated the minimum loan cuttoff of $1,100, more than doubling the number of borrowers covered at the credit registry. In addition, taxpayer can now file and pay their taxes online.
