The Concessional Finance and Global Partnerships (CFP) vice presidency is the core unit responsible for mobilizing and managing concessional and grant finance in the Bank. The vice presidency engages in strategic resource mobilization playing a key intermediation role matching the needs of the recipients with donor priorities through a variety of concessional lending as well as grant instruments.

In partnership with donors and other Bank units, CFP pursues strategic alignment that help insure that resources mobilized are channeled to priority areas. The Vice Presidency is organized as follows:

Financial Resource Mobilization, which manages the IDA replenishment negotiations to ensure adequate and growing resources for the poorest countries’ needs. In collaboration with other World Bank Group units, this unit is also responsible for developing a robust operational and financial policy framework to support the effective use of IDA resources and the financial strength of IDA.

Trust Fund Operations, which oversees the development and dissemination of policies and business processes for World Bank-administered trust funds. It also provides centralized support and training to trust fund users and managers, as well as manages select programmatic trust funds such as PHRD, JSDF, CTFs, and BNPP.

Multilateral Trusteeship and Innovative Financing, a unit responsible for the Trusteeship of the GEF, HIPC and Global Fund and which also develops business systems infrastructure supporting the vice presidency and other clients.

Global Programs and Partnerships administers the Development Grant Facility (DGF), advises senior management on positioning of the Bank in provision of global public goods. The unit also supports the Bank's relationship management with foundations and official bilateral donors.

Finance and Risk, a unit which supports and advises on the development of financial policies and financial and operational risk management standards related to trust funds and partnerships.
