PHRD Application and Approval Process

The Government of Japan and World Bank agree on the funding level and priority areas for PHRD TA program every fiscal year. These agreements are reflected in the Annual Policy Document (APD). Once the APD is finalized, the Concessional Finance and Global Partnerships (CFP) Vice Presidency issues call for proposals for three rounds in each fiscal year.

Grants are approved by Japan on the basis of a standard Funding Proposal.

Operational Policy/Bank Procedures OP/BP 14.40 and the Trust Fund Handbook apply to all trust funds including the Japan PHRD Program. The application and approval process differ by PHRD grant type as below:

• Project Preparation grant 
• Project Implementation for Capacity Building
• Climate Change Initiatives
• Project Cofinancing for Institutional Capacity Building
