PHRD TA Grants Approved in FY09  During FY09, the PHRD TA program underwent revisions and new grant proposals were not submitted during the year. However, from previous years' submissions, 33 grants (US$25.11 million) were approved in FY09. The number and value of PHRD TA grants approved in FY09 by grant type is as follows: Project Preparation Grants – 25 grants at the total amount of US$18.29 million. Project Cofinancing Grants – 3 grants at the total amount of $3.27 million. Climate Change Initiatives – 5 grants at the total amount of US$4.65 million.

In addition, in late FY09, GoJ approved a limited program of US$21.3 million for a New PHRD TA of which $20.0 million for the CGIAR and US$1.3 million for the Pacific Catastrophic Risk Initiative. The latter is a Bank-executed grant for East Asia and Pacific region.   PHRD TA Grants Approved in FY08  During FY08, PHRD approved 27 grants at the total amount of US$22 million for new TA grants. The number and value of PHRD TA grants approved in FY08 by grant type is as follows: Project Preparation Grants – 16 grants at the total amount of US$10.7 million. Project Implementation Grants – 2 grants at the total amount of US$1.3 million. Project Cofinancing Grants – 4 grants at the total amount of $6.7 million. Climate Change Initiatives – 5 grants at the total amount of US$3.3 million.

The number and value of PHRD TA grants approved in FY07 by grant type is as follows: Project Preparation Grants – 79 grants at the total amount of US$56.72 million. Project Implementation Grants – 4 grants at the total amount of US$2.30 million. Project Cofinancing Grants – 8 grants at the total amount of $34.95 million. Climate Change Initiatives – 8 grants at the total amount of US$5.25 million.

PHRD TA Grants Approved in FY06 In FY06, 95 new TA grants were approved totaling US$95.86 million, including one grant for Aid Coordination at the amountof US$471,000. In addition to that, the Government of Japan also approved eight Cofinancing grants for Avian Flu operations at the total amount of US$14.5 million. About half of the value of the approved grants was for Project Preparation, and over 40 percent was for Cofinancing grants. The share of the Climate Change grants was about 5 percent of the total amount, while Project Implementation represented less than 2 percent of the total value of the grants approved in FY06. Project Preparation Grants (68 grants, US$47.59 million) – About 14 percent of the PP grants were approved for preparing policy-based lending operations. The main objectives of these operations ranged from realigning growth, supporting macroeconomic stability and strengthening fiscal sustainability, improving public service delivery, reforms in governance, business environment and enhancing the implementation of the Poverty Reduction Support Program, to improving the effectiveness and efficiency of environmental management. About 16 percent of the PP grants were approved for agricultural development. There were a number of grants approved to support preparation of community-driven development, social protection and judicial reform operations. Development and management of water resources, health and education and urban infrastructure were the other sectors for which PP grants were approved. Two grants for Iraq were approved for preparing emergency water supply and sanitation and electricity reconstruction operations. Project Implementation Grants (4 grants, US$1.55 million) – These were mainly in the areas of rural infrastructure, banking system modernization, and social protection management systems. Project Cofinancing Grants (13grants, US$41.72 million)– About 53 percent of the amount approved for cofinancing Bank-financed operations was for the Human Development sector, which includes education and health. The remaining amount was for cofinancing operations related to Public Sector Management, Agriculture and Infrastructure development. The recipient regions of the cofinancing grants were Africa, East Asia and Pacific and Europe and Central Asia. Climate Change Initiatives (9 grants, US$4.52 million)  – In FY06, the approved grants for climate change initiatives that benefited all regions except the Middle East and North Africa region. The Climate Change grants were mainly for transport and air quality, biomass, capacity building for bio-carbon funds, industrial rehabilitation and Kyoto Mechanisms.

More than three quarters of the approved grants were for project preparation, and the number of grants for Climate Change Initiatives doubled in FY05 compared to FY04. Project Preparation Grants (94 grants, US$60.91 million) – In FY05, most of the grants were approved for designing operations using the standard investment loans instrument. A number of grants, however, were to support preparation of Development Policy Lending (DPL) operations. The Preparation grants approved in FY05 were expected to finance preparation of operations in new areas, such as rural livelihoods (Lao PDR, Indonesia), rural enterprise and market development (Angola, Armenia, Moldova, Serbia and Montenegro) decentralization, local development and service delivery (Armenia, Gambia, Guatemala, Kyrgyz Republic, Ethiopia, Brazil, Colombia, Moldova, Morocco, Jamaica), and tourism (Jordan). Also, six grants were approved for preparing regional projects. Project Implementation Grants (9 grants, US$5.01 million) – The approved grants were expected to be utilized in health, education, agriculture, natural disaster mitigation, community development, and financial management. Project Cofinancing Grants (8 grants, US$23.70 million– The focus of these grants covered a number of areas such as natural disaster and coastal zone management, supporting rural enterprise, improving rural environment, community development and competitive enhancement. Of the eight grants, five were for Europe and Central Asia, two for Africa and one for East Asia and Pacific regions. Climate Change Initiatives (13 grants, US$6.73 million) – The highest number of approved grants (four each) were in the Europe and Central Asia and Latin America and Caribbean regions. These grants covered the following areas: forestry, carbon finance, carbon sequestration and mitigation, flared gas utilization, biomass, and measures to address the impact of climate change on biodiversity.
