The PHRD Technical Assistance (TA) Program is the largest program of the PHRD Fund to which Japan has contributed US$1.72 billion, as of end June 2011.

In 2009, the Government of Japan and the World Bank embarked on a major restructuring of the PHRD TA Program which is now complete and includes the following four main pillars: (i) Pillar 1: Africa Rice Research and Productivity Program; (ii) Pillar 2: Disaster Reduction and Recovery; (iii) Pillar 3: Disability and Development, and (iv) Pillar 4: Other activities. The new TA program was launched in 2011 with the preparation and submission for approval of 17 grant proposals under Pillars 1, 2 and 3 valued at US$102.4 million. In 2012, a total of 21 grants have been approved under the combined pillars valued at US$106.1 million.
