Human Rights and Social Protection: What does it mean for the Bank?

Donor countries have committed to major increases in development assistance but doubts remain over how effective this aid is. In discussing the new book "Cash on Delivery: A new approach to foreign aid with an application to primary schooling"co-author, William Savedoff will present an approach that links aid directly to outcomes in ways that promote accountability and strengthen local institutions.

The National Rural Employment Guarantee in India's Bihar State

India's National Rural Employment Guarantee is a rights-based scheme that guarantees up to 100 days of paid unskilled work per year on public works projects on demand to all rural households. This study focuses on the performance of NREG in Bihar, one of India's poorest states. The presentation will report preliminary findings on program performance based on the first round survey.

Delivering Opportunities to Youth in Northern Uganda

The Northern Uganda Social Action Fund (NUSAF) Youth Opportunities Program (YOP) funds youth groups to acquire vocational training and purchase start-up materials for productive enterprises. The program includes an experimental impact evaluation. This presentation will discuss the short-term impacts of YOP on training and enterprise formation, labor market outcomes, income and indicators of basic psycho-social well-being for a sample of non-migrant youth.

TARKI Social Research Institute is drafting a paper on the potential pros and cons of extending conditional cash transfer (CCT) programmes. The World Bank publication on CCT programmes (Ariel Fiszbein and Norbert Schady: "Conditional Cash Transfers: Reducing Present and Future Poverty") is a reference work in the area. An event was organized around the presentation of the World Bank book by Ariel Fiszbein, followed by the presentation of the messages of the Tarki paper, followed by invited comments and an open discussion.

Making nutrition a development priority for Africa: What does it take?

Malnutrition remains the world’s most serious health problem and single biggest contributor to child mortality. Despite known cost-effective solutions, many African governments do not prioritize it. The nutrition community has acknowledged that political obstacles are at the heart of the problem. But, the literature on the politics of nutrition is still scant. This seminar goes over the results of a systematic comparison of 8 case studies of nutrition policies in Africa. Using a political economy approach, it identifies main obstacles to making nutrition a priority, and the drivers of change that break the ‘low priority cycle’.
