World Bank President James D. Wolfensohn expressed congratulations to Brazil's President-elect Luis Inacio Lula da Silva on his victory in the October 27 election. "President-elect Lula has received an exceptionally strong mandate by any measure," Mr. Wolfensohn said. "On behalf of the World Bank, I would like to extend our sincere congratulations to him, and express our desire to work with him and his team in our common agenda to fight poverty and improve the welfare of Brazilians."
