Governance is central to defeating poverty in Africa, Mr. Wolfensohn said in a speech to the Africa Development Forum in Addis Ababa during his mid-October visit to the region. The "core question," he said, is how African leaders at all levels use the resources they have in fighting poverty.
He also visited Madagascar, where he voiced support for progress the country has made in implementing its Poverty Reduction Strategy Paper, supported by the Bank’s Country Assistance Strategy -- in good governance, broad economic improvements and secured human development. On October 21, the Bank's Board of Directors agreed that Madagascar has reached the completion point for inclusion in the Heavily Indebted Poor Countries Initiative, or HIPC. |
