Applying Sector-Wide Approaches (SWAps)

In a sector-wide approach (SWAp), the government adopts one sector policy and expenditure framework and applies it to an entire sector investment program, and not simply those portions financed by the World Bank. SWAps have been relatively rare in the infrastructure sectors (as compared to the social sectors), in part because they are often difficult to implement due to operational safeguard and fiduciary constraints
