  1. Can TFESSD finance Bank staff time and travel?

Yes. Effective February 2011, the legal agreement for TFESSD has been amended to permit Bank staff time and travel for up to 20% of approved grants. However, the donors wish to maintain the distinction between trust funded work and Bank’s own work and will assess whether the financing for staff time and travel has increased staff involvement and enhanced quality of outputs. See instructions in item 7.

ETC costs were eligible for TFESSD funding all along and do not have to be counted toward the 20% for staff time and travel. ETC costs should therefore be charged to the existing grants, just like STCs.
 
 
 
  2. Which countries can be supported by TFESSD?

TFESSD supports work in low and lower middle income countries. Work in upper middle income countries such as Brazil and South Africa is not eligible. We use the OECD-DAC country list. For further questions contact the TFESSD administrator.
 
 
 
  3. Do I need country director clearance?

Yes. We ask teams to always clear field work and country based activities with the country director. This ensures activities fit with the country program and avoids surprises later. For global and regional proposals we accept sector director clearance at time of submitting the full proposal but we still ask that you clear with the country director before you visit the country.
 
 
 
  4. I have a TFESSD grant and wish to make some adjustment or reallocation to how it is spent.

Please contact the window manager for clearance. Most requests are cleared immediately - changes in expenditure categories and even study countries is normally not a problem as long as the original development objective is maintained, there are no ineligible expenses, and the country director is on board.
 
 
 
  5. I have a TFESSD grant which is ending and need to extend it.

Please contact the window manager to request a one-time extension.
 
 
 
  6. How do I acknowledge the donors in my outputs?

Please include an acknowledgement to the effect that “this work benefited from support from the Trust Fund for Environmentally & Socially Sustainable Development (TFESSD) made available by the governments of Finland and Norway”. Please also send copies of final outputs (but not draft or interim reports) to the window manager and the TFESSD administrator for onward distribution to the donors. A brief note on how the work was received and what impacts it had is always appreciated!
 
 
 
 

7. How do I charge staff time and travel to an ongoing TFESSD grant?

Effective february 1, 2011 TTLs can charge staff time and travel directly to their TFESSD grants up to a cap of 20% of the total undisbursed balance (for ongoing grants) or the approved amount (for new grants approved after February 1, 2011).

TTLs need to work with their RM staff to ensure they do not exceed the cap. Charges exceeding the 20% will be reposted to the BB of the TTLs unit.
