| 1: Statement of Appeal |

| The first step in the Appeal process is filing the Statement of Appeal. All sections of the Statement of Appeal form must be completed and all documentation relevant to the complaint must be attached to the Statement. Once the Appeal has been submitted, the staff member becomes an Appellant. |

| 2: Meeting with the Appellant |

| The Appeals Committee staff will meet with Appellants to explain and respond to any questions about the appeal process. |

| 3: Respondent's Written Answer |
|
| The Respondent, the manager selected to represent the Bank, has 30 calendar days in which to submit a reply to the Appellant's Statement of Appeal. |

| 4. Panel Designation |
|
| A panel of three Appeals Committee Panel members is designated to review each appeal. The role of the Panel is to review the Appeal following receipt of the Respondent's Written Answer. |

| 5:Â Hearing or Written Proceeding |
|
| Appellants can choose between a hearing or a written proceeding. An appeal is usually reviewed by the Panel of peers based on a hearing. Appeals can also be reviewed on the basis of written documents filed by the parties, which is referred to as a written proceeding. |

| 6: Report and Recommendations |
|
| Upon the completion of the hearing or written proceeding, the designated Panel, with the assistance of the Acting Executive Secretary to the Committee, prepares a Report of its findings and recommendations. The Report is then submitted for decision to the Vice President, Human Resources (HRSVP). |

| 7: HRSVP Decision |

| The HRSVP, or designated Senior Official (in the event the HRSVP is disqualified), reviews the recommendation of the Appeals Committee and makes a decision on the Appeal. A written Decision, attaching a copy of the Appeals Committee's report, is then sent to the parties, marking the end of the appeal process. |

| 8: Administrative Tribunal |

| The Administrative Tribunal is the final stage of the process that is available to staff who are not satisfied with the resolution of their issues through the appeal process. An Appellant may file an application with the Tribunal if the Appellant disagrees with the HRSVP's decision. If an Appellant demonstrates that he/she is seeking redress with the Administrative Tribunal, they may request a transcript of the hearing. |

| 9: Other Appeal Process Possibilities |

A: Jurisdictional Challenge The Appeals Committee's jurisdiction to review an appeal may be challenged by the Respondent. Within fourteen (14) calendar days after receipt of the Statement of Appeal, the Respondent may challenge the Committee's jurisdiction to review the Administrative Decision appealed. The Appellant is given an opportunity to respond to this challenge. The designated Panel will then review the submissions from both the Appellant and the Respondent. At the end of the Panel's review, a written decision will be communicated to the parties. If the Panel agrees that it does not have jurisdiction, the appeal process ends and the Appellant can proceed to the Administrative Tribunal for further review. Otherwise, the appeal process continues. B: Request for Provisional Relief At any time during the appeal process, the Appellant may request Provisional Relief. Provisional Relief may include, among other things, requests for a delay in implementation of the Administrative Action, to remain on staff until completion of the appeal process, or compensation to relieve severe financial hardship. The staff member must demonstrate exceptional circumstances and a likelihood of undue hardship to succeed in a request for Provisional Relief. The Respondent may challenge this request and the designated Panel will then review the request. If the Panel approves the request, their recommendation is submitted to the HRSVP for decision. C: Country Office Staff Country Office staff have additional options with regard to the appeal process: i) Videoconferencing: in lieu of attending a hearing in Washington, DC, Country Office staff may participate in a hearing through videoconferencing if that technology is available. ii) Alternatively, Appellants from the Country Offices may request to attend a hearing in Washington, DC., by filing a Request for Travel Expenses. iii) The Appeals Committee staff will communicate telephonically with Appellants to explain and respond to any questions about the appeal process. |
