Cape Town, South Africa - The PNoWB and the World Bank organized on March 15, 2007 a one-day seminar on How to strengthen the role of Parliamentarians in the PRSP Process and in Development Programs. This seminar was supported by the Ministry for Foreign Affairs of Finland. Videos now available!


The objectives of the PRSP Seminar were to: - Share best practices and lessons learned from the “Parliamentarians in the Field” Program, and explore how to make this program of field visits even more effective as well as how to measure its impact;
- Discuss how to strengthen the role of parliamentarians in both the PRSP’s content (such as identifying the priorities to be reflected in the PRSP), and the process (i.e., participating in consultations, overseeing and approving the country-owned strategies);
- Highlight good practice from PRSP implementation experiences. Develop politically-feasible approaches for sustaining stakeholder participation in PRS monitoring and evaluation. This PRSP Seminar took place on March 15, 2007 in Cape Town, South Africa, right before the Seventh Annual Conference of the Parliamentary Network on the World Bank and brought together some 75 parliamentarians from around the world with representatives of the PNoWB, the World Bank, the African Development Bank, the International Monetary Fund, the Finnish Government and other multilateral and bilateral organizations, academia, civil society and the private sector. This seminar was part of the “Parliamentarians in the Field” Program- one of the key activities of the Parliamentary Network on the World Bank (PNoWB). This program is organized jointly with the World Bank and is supported by the Ministry of Foreign Affairs of Finland. The aims of the program are to: i) assess and encourage the participation of parliamentarians in the poverty reduction strategy (PRSP) process, ii) look at donor coordination in development projects, and iii) increase parliamentarians’ awareness of the World Bank’s mission and role at the country level. To date, field visits have taken place in Kenya, Albania, Uganda, Burundi, Serbia and Montenegro, Ethiopia, Yemen, Nicaragua, Vietnam, Ghana, Madagascar, Nigeria, Rwanda and Lao PDR. Drawing on the experiences of several countries that have gone through the PRSP process, and those of the WB/PNoWB’s “Parliamentarians in the Field” program, this seminar identified specific steps that parliamentarians, governments and civil society can take to involve parliamentarians more effectively in the design and implementation of Poverty Reduction Strategies.
