Procurement

Government agencies in the countries that borrow from the World Bank are responsible for purchasing goods, works and services from consultants, contractors, manufacturers, and suppliers of goods and services for bank-financed projects. The government of the borrowing country is also responsible for all procurement steps, including advertising, pre-qualification evaluation, preparation of bidding documents, evaluation of bids and contract awards.

The bank sets forth the policies, procedures and guidelines under which procurement for bank-financed projects takes place, and we also monitor the procurement process to ensure that procurement by our borrowers is conducted efficiently and in an open, competitive and transparent manner.

Aimed at borrower countries and vendors, the Procurement website contains: specific information for borrowers; the bank's procurement policies, procedures and guidelines; information about how IBRD/IDA-financed projects are implemented; a list of bidding and consulting opportunities for businesses; and support for putting sound public procurement systems in place.

The Project Cycle: A Guide for Business

Businesses can find and use information generated during the World Bank's project cycle by visiting the Business Center's Project Cycle web page, which explains the stages of the cycle and the on-line information available at each stage of the process. By knowing what information is available at the various stages of the project cycle and how to work within the cycle, companies and consultants can better position themselves to win contracts from governments borrowing from the bank.

Search for Available Business Opportunities

  • Accessible Information on Development Activities (AiDA)
    The Development Gateway database of over 400,000 historical and current development activities is drawn from major international donors, nongovernmental organizations, civil society organizations and foundations. Project records can be filtered and viewed by topic, region, country and sponsoring organization.
  • dgMarket
    Find a list of tender notices by economic sector from governments and donor agencies that can be viewed by country, keyword or funding agencies. Companies offering goods, works and services can also set up detailed profiles and receive automated e-mails whenever a tender notice is published that meets their specific criteria.
  • UN Development Business (UNDB)
    UNDB provides information about business opportunities in developing countries generated through the World Bank, regional development banks and other development agencies.
  • World Bank Contract Awards Search
    This database of major contract awards made by borrower governments - that are subject to prior review by World Bank staff - contains the names of contractors, suppliers or consultants that submitted the winning bids/proposals.
  • World Bank Monthly Operational Summary (MOS)
    The MOS reports on the status of a country's project while it is in the bank's lending pipeline - from the point of identification of the project to the signing of the loan or credit agreement. The summaries are good sources of information about new projects being considered by bank staff and for locating contact information for key officials.
  • World Bank Projects Database
    The Projects Database offers basic information on pending, active and closed World Bank lending projects from 1947 to the present. Conduct searches for projects by title; project ID, loan or credit number; country; sector or keyword.

    Available in eight languages, these guidelines set out detailed instructions and conditions for supplying goods, works and services to governments implementing projects funded by the World Bank.
  • Standard Bidding Documents
    Templates are for World Bank borrowers to use when preparing bidding documents.
  • Consultant Guidelines
    Also available in eight languages, these guidelines pertain to the selection and employment of consultants by World Bank borrowers for bank-supported projects. The guidelines are meant to ensure that the process is as open, competitive, transparent and efficient as possible.
