The World Bank's counterpart agency in China is the Ministry of Finance, with the International Department as the window of contact.
Major responsibilities of the International Department include:
- Conduct research and analysis of the international financial and economic issues and provide policy advice
- Assume responsibility for bilateral and multilateral financial cooperation and organize and coordinate relevant international conferences
- Study the operational policies of the World Bank, Asia Development Bank and Japan Export and Import Bank and develop lending, economic and sector work and technical assistance programs with those institutions
- Assume responsibility for the consultation, negotiation and signing of agreements with the above institutions, and handle on-lending through certain financial institutions
- Assume responsibility for the repayment of loans and credits to the above institutions and financial management
- Assume responsibility for the statistics and analysis of the lending from the above institutions
- Discuss and develop operational policies and guidelines regarding supervision of projects funded by the above institutions, and coordinate resolution of the major problems in the process of loan disbursement
- Handle liaison with the above institutions, organize participation in the conferences organized by the above institutions, handle operational issues related to the affiliated agencies of the WB and ADB, handle the work related to the Chinese Governor and Executive Director's Office, and receive visitors from the above institutions and organize working meetings
- Assume responsibility for the negotiation, policy research, and program development and implementation of the Global Environment Facilities, and participate in the negotiations of international environmental conventions such as the United Nations Framework Convention on Climate Change and Convention on Biodiversity.
