The 11th Annual Bank Conference on Development Economics in Washington, D.C. was held in June 1999. The conference included keynote addresses by Kenneth Arrow of Stanford University; Lawrence Summers, Deputy Secretary U.S. Treasury; and Joseph Stiglitz, World Bank Chief Economist and Senior Vice President for Development Economics. The welcoming address was by World Bank President James Wolfensohn.
