Hirotsugu (Hiro) Uchida, a Japanese native, is a short-term consultant for WDR 2009; his full time position is Assistant Professor in Department of Environmental and Natural Resource Economics at University of Rhode Island. His research interest is on the development of socially efficient marine resource management policy, with particular focus on the possibility and effectiveness of collective self-governance by the local resource users. His recent work focused on Japanese fishery cooperatives with an aim to identify policy implications that are applicable in other places, both developed and developing countries. His recent publications include a paper on territorial use rights in fisheries, forthcoming in Marince Resource Economics; and co-edited book on fisheries self-governance to be published from FAO. He holds a Ph.D. in Agricultural and Resource Economics from University of California, Davis.
