Externally Funded Staffing Program (EFSP)

The Externally Funded Staffing Program’s (EFSP) objective is to contribute to the achievement of the Bank's diversity targets and capacity building efforts through recruitment of mid-career professionals (GF and above), both in Headquarters and Country Offices. EFSP complements the Junior Professional Officer Program and allows the donors and the Bank to leverage their development agenda and diversity objectives more strategically.
  • 100% Funding is provided by participating donor governments of Austria, Denmark, Finland, Italy, Norway, Russia and Spain.
  • Donors may express sector preference as part of their development strategy.

  • EFSP is a demand-driven Program.

  • Positions are Coterminous Term appointments up to 5 years. No extension will be granted beyond 5 years.

  • Apart from the source of funding and the nationality tie, EFSP participants will be governed by the same HR rules and policies as for any other Bank staff.

  • Program participants can apply to any vacancies open for competition.

Appointment Process

  • Donors can opt for one of these recruitment options:

    • advertise TORs; or
    • provide a minimum of three candidates per position from their individual pipelines; or
    • request HRSTS to assist in the identification of candidates; or
    • pay for a Headhunter

  • Network clearance processes are required through Sector Boards where applicable.

  • Interviews and final selection of candidates are made by the hiring manager.

Financial Arrangements

  • Trust Funds will finance the salary and the benefits. Indirect costs such as mission travel and training will be covered by the hiring unit.
