Mainstreaming Building Energy Efficiency Codes in Developing Countries

Buildings account for one third of global energy  consumption. Much of the energy use in buildings is  for space heating, air conditioning, and water heating, end-uses whose efficiencies are largely built-in when buildings are constructed and energy service systems and equipment are installed. Implementation of building energy efficiency codes (BEECs), which often mandate minimum levels of building envelope thermal performance and equipment efficiency as part of permit and acceptance requirements for new buildings, has proven to be an effective yet challenging energy efficiency intervention. The challenges are particularly acute in developing countries, where two thirds of the building stock by 2030 has yet to be built. This workshop will (1) take stock of international experiences and lessons learned in BEECs and their compliance enforcement; and (2) discuss operational and financing modalities in support of development and implementation of BEECs in developing countries in view of the roles of multinational financial institutions.
