Advisory Panel

The objectives of the External Advisory Panel are to: bring to bear diverse perspectives in the conduct of IEG 's evaluation; serve as a sounding board for the findings of the evaluation as they emerge; and add authority and credibility to the findings. The three-member Panel was selected on the basis of: (i) outstanding professional credentials; (ii) leadership role among key stakeholder groups; (iii) breadth of interests and expertise in key areas; and (iv) understanding of the World Bank's role and operations.

Advisory Panel Members:

Dr. Norman Uphoff is Director of the Cornell International Institute for Food, Agriculture and Development as well as Professor of Government and Director of the College of Agriculture and Life Science's International Agriculture Program at Cornell University. He has worked on participatory rural development issues and local institutions for 25 years.

Mr. W. Paiboon is Chair of the Committee Organization and Development Institute (CODI) in Thailand which promotes the development of community organizations and coordinates civil society efforts throughout rural and urban areas of Thailand. He has been extensively involved in working with community organizations and NGOs in Thailand.

Professor Robert Chambers is Research Associate at the Institute of Development Studies at Sussex (UK). His work has focused on knowledge in development, including perceptions, concepts and realities of poverty and well-being; the development and dissemination of participatory methodologies for workshops and training, and for the empowerment of poor people; and relationships in development, including procedural, institutional and personal change.
