This year’s Law, Justice, and Development Week focuses on the future of international financial institutions through the lens of law. It will take stock of the role and record of these institutions and analyze their future, as the present global financial crisis recedes, focusing on their legal mandates, competences, and operations. In particular, events during the week will discuss and analyze, primarily the manner in which these institutions have adopted the rule of law internally -- in the context of their institutional governance structures, operational policies and procedures, and lending instruments – as well as externally focusing on their advocacy of the rule of law through their operational, advisory, and analytical work. In each of its six thematic modules, participants will be encouraged to examine the continuing relevance and impact of existing institutional structures and governance frameworks as well as their underlying analytical assumptions and knowledge bases.
The week, which will be held between November 8 and 12, 2010 in Washington, DC, will bring together senior officials from various international financial institutions, global finance and development practitioners, government officials, lawyers and judges, scholars and academics, and representatives from NGOs and civil society. The 2010 Law, Justice and Development Week will have two components: - The headline event will focus on "International Financial Institutions in a Post-Crisis World: Legal Challenges and Opportunities" and will be held at the International Monetary Fund Headquarters on November 8 and 9. It is structured as an international conference organized by World Bank Legal Vice Presidency together with external partners from around the world (including Brazil, China, India, South Africa, Switzerland and the US) to promote and stimulate rich exchanges among lawyers, government officials, development practitioners, academia, NGOs and other leaders.
- A series of Knowledge and Learning events will be held at the Bank’s Headquarters on November 10-12 addressed to a wide range of audiences including Task Team Leaders, legal staff from the Bank Group and other international organizations.

Registration for External Participants Due to limited capacity, participation to the open sessions – which includes all November 8 and 9 events at the International Monetary Fund HQ and the "Public Private Partnership" event on November 10 at the World Bank HQ - is limited in number and subject to registration fees of US$ 350.00 and security clearance for non-World Bank Group staff. Registration/security clearance will be confirmed within 10 business days. Registration cancellations and/or requests for a refund must be received in writing at least 30 days prior to the start of the conference and must be addressed to the LegalForum2010@worldbank.org. All such requests will be entitled to a refund of the total conference fees paid less a $50 administrative charge. Refunds will be Credited to the account charged. Cancellations and/or requests for refunds received in writing less than 30 days prior to the beginning of the conference shall not be granted and the full conference fees shall apply.

Format and Organization The 2010 Law, Justice, and Development Week will be held in Washington, DC. The week’s external portion will be a two-day invitation-only “Law, Justice, and Development Week” to be held on November 8 and 9. Participants will include officials from other international financial institutions, government officials, distinguished practitioners and academics, NGO and civil society representatives from different ranges and with a diverse range of perspectives. The proceedings will be shepherded by skillful moderators. Selected Bank staff from LEG and other departments will also participate as speakers, discussants, and moderators. The proceedings will be open to all Bank staff. An agenda is being formulated and a shortlist of potential participants is being identified. The event will be webcasted in order to reach a wider audience. In addition to the main event described above, several other knowledge and learning events will be organized by LEG in collaboration with other bank units including the International Finance Corporation’s Legal department between November 10, 11 and 12, on a variety of topics (such as safeguard policies and public-private partnerships). The knowledge events will focus on notable LEG activities including decentralized lawyers’ involvement with judicial reform projects, complex and novel legal issues in Bank operations, and recent trends in law, justice and development. LEG will also organize a training session for task team leaders on the legal aspects of Bank operations and a course on judicial reform.
Papers for Thematic Modules Panelists and discussants in the Week’s thematic modules will be encouraged to submit a substantive paper or abstract on the issue and questions that they have been invited to address. In addressing their respective issues and questions, wherever possible participants should include practical examples and diverse perspectives based on either their knowledge or experience. Those panelists and discussants, who will be preparing papers, are urged to submit short papers of two-to-three pages in advance of the Week and by no later than October 15, 2010. Papers must relate to the topic of a participant’s panel and should include adequate examples and illustrations. Unless participants indicate otherwise, their papers will be posted on the conference website. After the event, the participants will be invited to revise and edit their papers for publication in the third volume of the World Bank Legal Review. While retaining copyright with the Bank, LEG may want to partner with an academic publishing house to edit, publish, and disseminate the volume at an affordable price across the world.
