World Development Report 2004: Making Services Work for Poor People

| WASHINGTON, September 21, 2003 — The World Bank’s new World Development Report, launched today at the Annual Meetings in Dubai, says that key services are failing poor people around the world on a daily basis. Unless drastic measures are implemented to improve the provision of services such as health, education, water, sanitation, and electricity, freedom from illness and freedom from illiteracy—two of the most important ways poor people can escape poverty—will remain elusive to many. Shanta Devarajan, lead author of the report, gives us insight into why we are facing this problem, and what solutions are at reach.
