Mexico: State Judicial Modernization Supporting Access to Justice Project

WASHINGTON, July 1, 2004 - The following project was approved today by the World Bank's Board:

LOAN AMOUNT: US$30 million
TERMS: Grace period = 5 years; Maturity = 15 years
PROJECT DESCRIPTION:  This project aims to support judicial reform efforts in interested states through the credit program for state judicial modernization of the Banco Nacional de Obras y Servicios Publicos, S.N.C. (BANOBRAS).  State courts currently handle about 80 percent of all judicial cases in Mexico.  The four specific objectives, identified as preconditions to enable state judiciaries to deliver adequate justice services, include: strengthening institutional capabilities, organizational culture, and knowledge of judicial services; improving the efficiency and effectiveness of judicial services; increasing judicial transparency; and strengthening access to justice for all users, including women, young people, and indigenous groups.
