 "I welcome the decision by Russia to ratify the Kyoto Protocol. It represents  further acknowledgement of the need to address global climate change – an issue of central concern to developing countries.  This decision, once ratified by the Duma, will lead to the Kyoto Protocol coming into force: this represents an important step in implementing actions to address the world’s changing climate.  With the Kyoto Protocol in force, the international community will be in a stronger position to mitigate greenhouse gas emissions."
