Philippe Le Houérou is Vice President for Concessional Finance and Global Partnerships (CFP) .   In this capacity, he leads policy negotiations and replenishment processes for the International Development Association ( IDA) and the Highly Indebted Poor Countries (HIPC) Initiative, and co-chairs the replenishment process for the Global Environment Facility (GEF). He has policy oversight of the Bank’s trust funds portfolio and oversees a wide range of global initiatives and innovative financing mechanisms with which the Bank is involved in various capacities, such as the Global Fund to Fight Aids, Tuberculosis and Malaria, the International Finance Facility for Immunisation (IFFIm), and the pilot Advance Market Commitment (AMC) for pneumococcal vaccines.   Philippe is also responsible for institutional linkages and dialogue with official bilateral and multilateral development agencies and export credit agencies. 

 

During his career at the World Bank, Philippe has held several positions including senior country economist in the Africa and ECA Regions, resident representative in Madagascar, PREM sector manager in the Africa Region, Director of the Resource Mobilization Department, and Acting Vice President and Chief Information Officer. He was appointed Vice President for CFP on May 8, 2006.

 

A French national, he has a Doctorate in International Economics from the Institut D'etudes Politiques de Paris (France) and a Masters Degree in Business Administration from Columbia University (US).
