The report, Strategic/Sectoral Social and Environmental Assessment of Power Development Options in the Nile Equatorial Lakes Region (SSEA), was commissioned to provide guidance to decision-making in the power sector at the regional and national levels. The report contains a proposed development strategy and a regional Nile Equatorial Lakes indicative development plan to the year 2020. As such, it provides a solid foundation for planning the development of the power sectors of the region. The report analyzes regional power development options in the context of different growth scenarios. The options were compared in terms of their technical, financial, social, and environmental feasibility. Further analysis of portfolios of regional power options addresses the potential cumulative social and environmental impacts, including mitigation strategies. Among the best-evaluated power options defined are the Bujagali (Uganda ) and Rusumo Falls (Burundi, Rwanda, and Tanzania ) hydropower projects and a methane gas-derived diesel power option in Lake Kivu (Rwanda and Democratic Republic of Congo).
