Since 1986, Uganda has evolved from a nearly “failed state” battered by violent dictatorships to a country with a track record of growth and institutional reform. Uganda’s GDP growth has averaged 6 percent per year between 1987 and 2005. Compared to only 10 percent in 1987, close to 60 percent of Ugandans have access to safe water today. In 2005, Uganda ranked third among IDA countries in Africa in terms of country performance, institutional capacity and management.
