| | PNPM Generasi is part of the Government’s flagship poverty alleviation program, Program Nasional Pemberdayaan Masyarakat (PNPM) - Mandiri or the National Program for Community Empowerment. PNPM Generasi builds on the extensive project infrastructure of the Kecamatan Development Project (KDP). The Ministry of Home Affairs implements PNPM in rural areas with an overall government coordination team (Tim Penggendali) providing policy oversight. Villages participating in PNPM Generasi commit to improving twelve basic health and education indicators (see below) through the use of annual block grants averaging USD 8,400 per village. Trained facilitators assist villagers in a participatory planning process, helping them identify problems and finds local solutions. Flexible targeting and locally appropriate interventions are possible owing to PNPM Generasi’s decentralized and participatory design. The primary target beneficiaries are pregnant women, children under five babies, and primary and junior high school-aged children. | Indicators for pregnant mothers - Four prenatal care visit
- Receipt of iron tabels during pregnancy
- Delivery assisted by a midwife doctor/doctor
- Two postnatal care visits
| | | | | Indicators for children under five - Complete childhood immunizations
- Ensuring monthly weight increases for infants
- Monthly weighing for children under-three and bi-annually for under-five
- Vitamin A twice a year for under five
| | | | | Indicators for school-aged children - Primary school enrolment of all children 7 to 12 years old
- Minimum attendance rate of 85% for all primary school-aged children
- Junior secondary school enrolment of all 13 to 15 years old

| The program follows a cycle consisting of four main stages: socialization; village planning; village implementation; and performance measurement. A cycle takes 12 months to complete, with the village implementation stage taking 9 months.
