In response to demands from developing countries, the training focuses on how a country's post-basic education and learning system can be reformed to respond to the needs of the labor market in an increasing global society. The training shows how education can play an essential role in shaping the knowledge economy.

The course addresses challenges facing secondary, vocational, tertiary education within the lifelong learning framework. It has a strong focus on policy strategies, concrete case studies, and analytical tools by which governments can reform their post-basic education system.  In this way, it creates a flexible, demand-driven learning system responding to labor market needs with a wider range of partnerships with the private sector and civil society.
