WASHINGTON DC, March 11, 2009—The poor can escape poverty with initiative, hard work and local economic opportunities, according to new World Bank research that includes interviews with 60,000 people in 15 countries. But those who rise out of poverty often fall back into it, according to “Moving out of Poverty: Success from the Bottom Up.” Strategies to reduce poverty must increase economic, social and political opportunities in communities where the poor live.
