All finalists were notified of their status on June 23, 2008 via email to both the primary and secondary e-mail addresses of the applicant listed in the proposal. On or about that same date, two other emails were sent with additional information. If your proposal is listed as a finalist on the DM website but you did not receive any e-mail notification, please check the “Junk/Spam” folder of your e-mail account. If you still do not find the correspondence, please send an e-mail to DMinfo@worldbank.org.

The DM team sent 3 different notification letters via e-mail. Each letter had important documents attached. They are:

FULL PROPOSAL GUIDELINES

 4) What information do I need to submit to be considered for a grant?

After confirming their participation and submitting the contact information form, all finalists are required to submit: a Full Proposal Package, consisting of:

i) Full proposal, in English, produced as a Microsoft Word document, which includes specific and more in-depth descriptions of the proposal ideas and context.

ii) Full budget (using Excel spreadsheet template provided by DM).

iii) Safeguard checklist (using template provided by DM)

iv) Curriculum Vitae or resume of the proposed Project Team Leader.

 5) Can I obtain technical assistance in drafting my full proposal?

Yes, as a service to all finalists, DM is offering optional technical assistance (TA) in the preparation of your full proposal. The program is sponsored by the DM and is free of charge for DM2008 finalists. Participation in this service is entirely voluntary. The only requirement for participation is to adhere to the timeline provided in the relevant attachment in second email of the notification of your finalist status. You must notify us of your decision to use this service or not via e-mail on or before Friday, June 27, 2008. Late submission of requests will NOT be accepted.

 6) Will my choice to participate in or to decline the technical assistance service for writing the full proposal affect the winner selection process?

The TA will be provided by the Nonprofit Enterprise and Self-sustainability Team (NEsT) . Acceptance of this service is voluntary and will NOT affect the selection process. All communication regarding the content of the proposals between finalists and NESsT will be completely independent of the DM. The jury will NOT be informed of who has received the TA, nor will they receive information about the assistance finalists may have received. This will ensure that all proposals will be treated equally by the Jury, regardless of participation in the Technical Assistance program.

IMPORTANT NOTES: Participation in this program will NOT guarantee funding. Finalists have the ultimate responsibility for the content of their proposals.

In addition, finalists received a summary of the comments on their proposals from the assessment process. This information may provide you with insight on how you can better articulate or improve your project prior to submission of the full proposal (These comments were sent as an attachment in the notification emails sent to you on or about June 23, 2008.)

 7) What is the deadline for submission of the full proposal?

All participants must submit a completed full proposal package no later than 6PM WASHINGTON, D.C. TIME (2200 GMT) ON July 28, 2008, to the email address provided in the three notification email sent on or about June 23, 2008.

DM GLOBAL COMPETITION EVENT, SEPTEMBER 23-26, 2008

8) How do I get to Washington, D.C.?
DM will provide finalists with travel grants that cover: (a) an economy class air travel; (b) hotel expenses; and (c) per diem for the duration of the marketplace event in September. A Travel Registration Form will be sent to finalists upon confirmation of participation; the form must be completed and returned to DM by Monday, July 7, 2008. Specific individual arrangements will be made with finalists in the coming weeks, on the condition that the applicant confirmed continued participation in the DM Competition and submits the Travel Registration Form on time.

 9) How do I obtain my visa for entering the U.S. to attend the competition?

To designate which member will receive the DM travel grant, use the Travel Registration form. That team member, who will represent the proposal team at the competition event in Washington, is fully responsible for securing a visa to enter the U.S. We encourage participants to inquire and submit their visa applications immediately with their local embassy representations because visa applications often require long processing times. DM will provide finalists with official invitation letters to the event which finalists can use for their visa application. However, please note that DM will not apply for participants’ visas or assist in any other way in the application process. For visa information from the US State Department, visit http://travel.state.gov/visa. The Development Marketplace will NOT cover any expenses relating to visa application, visa processing fees, acquisition/renewal of passports, or any other expenses related to preparations for travel. Such costs must be borne by the participant or by his/her organization.

10) Where will I stay in Washington?

The travel grant includes hotel accommodation for one team representative for the duration of the event. Relevant details will be communicated at a later stage.

11) Can we send more than one representative to the DM competition event?

The DM travel grant covers only the airfare, lodging and per diem for one representative per full proposal application. Project teams are welcomed to send one additional representative that can participate fully in the Marketplace event, but the cost of travel, lodging and per diem for that person will not be paid by the DM. While the display of project booths are opened to the public, due to spacing restrictions, only up to two representatives per full proposal submitted can attend the jury interview and the knowledge exchange / training workshop sessions offered to finalists during the Marketplace event.

12) What will happen during the September event/competition?

Finalists registered for the Marketplace event (no more than two per full proposal submitted) are expected to attend all sessions of the event taking place September 23-26, 2008. It is a tremendous opportunity to network with peers from the development community and participate in specific learning and knowledge exchange events (more details will be provided closer to the event). During the event, team representatives will attend knowledge exchange sessions /workshops as well as display visual aids about their proposal idea at a booth (details will be sent to the teams closer to the time of the actual event). The team representative(s) will have the opportunity to present their idea to members of the jury panel composed of World Bank staff as well as other distinguished professionals in the international development community. After meeting with the finalists, the jury will deliberate and select about 20 or more winners to receive DM grant funding. Winners are announced toward the end of the event. A detailed event guide will be provided to participants before arriving in DC.

13) I will not be able to attend the event in Washington, D.C. Does this disqualify me from participating in the competition?

Project teams who are unable to send a representative to attend the event in Washington are still eligible to participate in the competition. All of the full proposals are extensively reviewed and evaluated by the jury during the competition. Physical representation at the marketplace give teams a brief opportunity to “sell” their idea to a few members of the jury; but it is not a requirement of the competition. In the past, several proposal teams have successfully become DM winners without attending the event in person.
