and donor agencies to:
(i)   assess the  condition of country public expenditure, procurement
and financial accountability systems, and
(ii) develop a practical sequence of reform and capacity-building actions.

Idilmat is offering a five-day professional development workshop providing a hands-on approach to carrying out Public Expenditure and Financial Accountability (PEFA) assessments, in Accra, Ghana on 18th - 22nd June 2012.  This specialized workshop has been designed principally for Government officials who wish to participate in PEFA assessments and Consultants wishing to carry out or review PEFA Assessments.

A new tool for PEFA assessors: the Fieldguide
The PEFA Secretariat is pleased to launch its new Fieldguide for assessors. Conceived as an e-document or to be printed as a loose- leaf document that can be updated on a regular basis, the Fieldguide is the result of the compilation of all existing and updated guidance and technical notes produced by the PEFA Secretariat to support the technical work of the assessors in the field.

The latest PEFA Assessment Status Update: Some PEFA reports have been reclassified but otherwise, business as usual
The PEFA Secretariat has just completed its regular six month update of the roll-out status of the application of the PEFA Framework. The assessment overview and status lists can be viewed by clicking on the links below. 

This biannual update included a few changes to the classification of PEFA assessments in order to reflect more realistically the application of the PEFA Framework at the Sub-National level and facilitate comparison within and between regions.

First Open Forum on PEFA– 3^rd May 2012, Miami, USA
The first PEFA Open Forum was held on Thursday 3^rd May 2012 in conjunction with the Spring Conference of the International Consortium on Governmental Financial Management (ICGFM) held in Miami, USA from 30^th April to 4^th May, 2012.

Updated "Clarifications to the PFM Performance Measurement Framework"
Last issued in September 2008, the update takes account of changes to the three revised indicators (PIs 2, 3 and 19) as well as numerous responses to queries raised by assessors, all of which have been considered and approved for release by the Public Expenditure Working Group

Call for contributions to the revision of the PEFA Performance Measurement Framework: The first comprehensive review of the Framework will be undertaken at the beginning of the Phase IV of the program (2012-2017). The PEFA Secretariat launches the process with a “pre-consultation” period, and invites suggestions from the PFM community at large about the issues to be addressed in what is increasingly seen as the international standard for PFM assessments…

An Independent Evaluation of the PEFA Program has been completed
In November 2010, the Steering Committee launched an independent evaluation of the PEFA Program, covering the period 2004 to 2010. The evaluation was undertaken by a team of consultants led by Andrew Lawson, and the final report has now been completed and is available [here]

The Steering Committee has prepared a Management Response to the final report, which provides comments on the evaluators' main findings and recommendations. The Management Response is available [here]

Appel a contributions pour la révision du Cadre de mesure de la performance PEFA:

Commandée par le Groupe de travail sur la gestion des finances publiques sous l'égide du Groupe de travail sur l'efficacité de l'aide de l’OCDE et supervisée par le Secrétariat du PEFA, l'étude fait suite à un exercice de cartographie des outils de diagnostic de GFP réalisé en 2004, avant l'introduction du cadre PEFA, afin de fournir un instrument multi-institutionnel en réponse à l'appel international pour plus d'harmonisation en matière d’aide au développement.

La déclaration de Paris sur l'efficacité de l'aide a engagé les bailleurs à aligner leur soutien et travail analytique sur les objectifs et stratégies de développement des capacités des gouvernements partenaires et faire usage de ces capacités lors des évaluations conjointes lorsque cela est réalisable. Les bailleurs de fonds se sont engages a harmoniser les travaux d'analyse en mettant en œuvre des dispositifs communs pour évaluer les systèmes nationaux ; et a collaborer afin de réduire le nombre des diagnostics et procédures de revue séparés et duplicatifs.

Le rapport revoit un certain nombre d'instruments de bailleurs utilisés pour décider de l’utilisation des systèmes nationaux et autres décisions opérationnelles, et fournit une mise à jour des outils d'analyse et de diagnostic de GFP  actuellement en usage. Il revoit les progrès réalisés contre les engagements de Paris et d'Accra et offre un point de vue intéressant sur l'alignement et l'harmonisation.
