NewsFlash 10 - PEFA Steering Committee plans the Program’s Fourth Phase The PEFA Steering Committee members met in Brussels last December to agree on the extension and orientations of the Phase 4 of the Program, starting in July 2012. Main issues concerned (i) an enhanced mechanism for confirming adequate quality assurance processes of the individual PEFA assessments; (ii) a comprehensive review of the PEFA Framework, (iii) broadening the interaction with the wide group of users of the PEFA Framework and (iv) leadership succession of the Secretariat. Commissioned by the Task force on Public Financial management under the auspices of the Working Party on Aid Effectiveness and overseen by the PEFA Secretariat, the study follows up on a comprehensive PFM diagnostic mapping exercise conducted in 2004, before the introduction of the PEFA framework, as a multi-stakeholder instrument in response to the international call for enhanced harmonization.
The Paris declaration on Aid effectiveness committed donors to align their analytic support with government’s capacity development objectives and strategies and make use of these capacities when joint assessments were feasible. Donors were to harmonize analytical work through implementing common arrangements to evaluate country systems and collaborating to reduce the number of separate duplicative diagnostic reviews and procedures.
Reviewing a number of donor instruments used to make judgments on the use of country systems and other operational decisions, the Study provides an update on PFM analytical/diagnostic tools currently in use and as it examines progress against the Paris and Accra commitments, offers some interesting insights into alignment and harmonization. An Independent Evaluation of the PEFA Program has been completed In November 2010, the Steering Committee launched an independent evaluation of the PEFA Program, covering the period 2004 to 2010. The evaluation was undertaken by a team of consultants led by Andrew Lawson, and the final report has now been completed and is available [here] The Steering Committee has prepared a Management Response to the final report, which provides comments on the evaluators' main findings and recommendations. Developing a Tool to Assess Tax Administration Performance At the request of the PEFA Partners, the Secretariat commissioned a study to develope a tool for assessing the performance of tax administrations that would be a drill down from, or a companion to, the PFM Performance Management Framework. Assessing the Impact of the PEFA Framework 2011 “This report presents a follow up to the 2007 study of the impact of the PEFA Framework on governments and development partners, based on 13 country cases. It presents updated Country Impact Notes for the same countries covering the period from September 2007 to November 2010. The findings of the study, structured around the strengthened approach to supporting PFM reforms confirm that the PEFA instrument has provide a stable platform for the government/donor partner dialogue on PFM performance and increasingly on performance over time. It provides evidence of increasing attention being paid to the design of PEFA assessments including active government participation (the most critical factor for the credibility of the PEFA assessments), joint participation by donor partners and stakeholder participation. It suggests that more efforts need to be made in communicating results and public disclosure. It calls for further action to address the significant transaction costs resulting from duplicated and overlapping assessments. Read more…”. PEFA Monitoring Report 2010 The fourth monitoring report on the roll-out of the PEFA Framework, Monitoring Report 2010 (MR 10), analyzed repeat assessments including changes in PFM systems performance measured by means of PEFA indicators. The main purpose of the MR10 was to assess if the PEFA framework is able to provide reliable measurement of performance changes over time. Repeat Assessments are emerging in significant numbers as many baseline assessments took place 3-6 years ago. Between the launch of the PEFA Framework in June 2005 and a stocktake in October 2010, forty five RAs have been carried out in 38 countries. Click here to view report.
