Dr. Denzil Douglas, Prime Minister of St. Kitts and Nevis, chaired the 2005 Forum on behalf of the Caribbean region.  The discussion centered on a review of the small states agenda, which was documented in a report Toward an Outward-Oriented Development Strategy for Small States:  Issues, Opportunities, and Resilience Building, by Lino BriguglioBishnodat Persaud, and Richard Stern. The Forum considered, in addition, the role of disaster insurance, based on a paper prepared for the Forum by Sir John Vereker, Governor and Commander-in-Chief of Bermuda. Participants also discussed ways to improve access to relevant policy-making and regulatory expertise, stimulated by a presentation by Malta of a proposal to establish a small states network. A summary of discussion is available in English.
