The World Bank proposes to replace Operational Directive (OD) 13.60, Dissemination and Utilization of Operations Evaluation Department (OED) Findings, issued in 1989, with an updated Operational Policy (OP) 13.60, Monitoring and Evaluation. 

 

Purpose of the Update

 

The replacement of OD 13.60 in the OP format is part of a broader operational policy reform effort to provide updated, succinct statements of the Bank’s operational policy requirements (Operational Policies) in order to distinguish between policy and procedural guidance to staff.  

 

OD 13.60 issued in 1989 focuses on a very narrow slice of the Bank’s monitoring and evaluation activities—dissemination of the results of independent evaluation—and it is largely procedural in nature.   The OP will be broader in scope than the OD, covering the totality of the Bank’s monitoring and evaluation (M&E) activities and integrating monitoring and self-evaluation activities with independent evaluation. It will simply codify the Bank’s long-standing requirement that M&E be carried out consistently across the Bank’s operational activities.

 

As an umbrella policy covering all Bank operational activities, this OP does not set out detailed provisions on monitoring and evaluation for specific operational activities since such provisions have been integrated into the policy statements and guidelines pertaining to these products/activities, where they are accessible for use by staff working on specific products/activities.  The new statement will, however, cross-reference the relevant policy statements and guidance on these activities.

 

Purpose of consultation

 

The main objective of the consultations is to seek feedback on the coverage and content of the policy framework in the proposed OP. Views are being sought from a range of stakeholders and interested parties, including civil society and development partners in order to enhance the Bank’s understanding of other perspectives, inform the preparation of guidance to staff, and strengthen implementation of the policy.

 

Consultation Period

 

The consultation period for the operational policy paper will end on July 7, 2006.  The public comments will be taken into account, and the final paper, a summary of the comments received, and the OP will be submitted for consideration by the Executive Directors.
