Opening Session of the High Level Event on South-South Cooperation and Capacity Development

Overview
The High Level Event on South-South Cooperation and Capacity Development will be held in Colombia from March 24-26, 2010. Hosted by the Government of Colombia, this event is a major milestone leading up to the IV High Level Forum on Aid Effectiveness, to be held in Korea, 2011. The event aims to:

1) Share evidence on South-South cooperation that has emerged through the cases;
2) Strengthen the voice of partner countries in the aid effectiveness agenda; and
3) Develop a consensus around the next steps for the South-South agenda.

President Álvaro Uribe will inaugurate the HLE.

More than 500 participants from governments, multilateral and civil society organizations actively involved in international cooperation for development are expected to attend. Key participants include Ngozi Okonjo-Iweala, Managing Director of the World Bank; Rajat Nag, Managing Director of the AsDB; Sha Zukang, Under-Secretary-General for Economic and Social Affairs; and Peace Nobel Prize winner Rajendar Kumar Pachauri, as well as a large number of high level authorities from developing economies.
In preparation for the event, the Task Team on South-South Cooperation (TT-SSC) is identifying and analyzing South-South Cooperation (SSC) practices to understand what works and illuminate the synergies with the aid effectiveness agenda. The TT-SSC is especially interested in discovering and documenting cases that feature technical cooperation and capacity development among developing countries.

Background
In response to growing client demand, the World Bank has begun investing heavily in this area of South-South cooperation and knowledge exchange. In 2008, the $4.35M multi-donor South-South Experience Exchange Trust Fund (SEETF) was launched as a flexible funding mechanism that aims to facilitate practical and just-in-time knowledge and experience exchanges between development practitioners. Already fully committed to 34 projects, the SEETF is being expanded in scope and new mechanisms aimed at supporting exchange between Middle Income Countries are being explored. In addition, a new unit housed in the World Bank Institute aims to support regions with the brokering, design, delivery and M&E of South-South exchanges, together with other Bank departments including Operations Policy and County Services (OPCS) and Concessional Finance and Global Partnership (CFP), as well as regional South-South working groups.
