BP 10.00, Annex K - Streamlined Procedures for Board Presentation

1.  Streamlined procedures complement the requirement that the Board discuss each Country Assistance Strategy (CAS) on a regular schedule.  With the clearer policy context set by these discussions, there is less need for the executive directors to discuss and comment on each individual lending operation.  Therefore, the Memorandum and Recommendation of the President explicitly links the operation with the strategy outlined in the CAS.
 
2.  Under streamlined procedures, Regional management and staff are not requested to attend the Board meeting; EDs do not discuss or comment on individual operations at the Board meeting (although individual EDs may direct detailed questions to staff before the Board date); and EDs notify the Secretary's Department at least three working days before the scheduled Board date if they wish to have a general discussion or raise an issue at the meeting.
 
3.  Certain operations, which by their nature require a fuller discussion, are not presented under streamlined procedures: operations presented with a CAS statement, structural adjustment loans, sector adjustment loans, debt reduction operations, and operations that 

(a)  deviate significantly from the agreed CAS framework;

(b)  have unusual policy content;

(c)  involve complex issues or innovative features, or incorporate lessons learned from particularly successful or unsuccessful predecessors; or

(d)  are large relative to the economy or the public investment program or to the Bank's lending program to the country--i.e., they exceed the greater of (i) 10 percent of the country program in the current approved three-year Lending Allocation Review (e.g., for FY95, the FY95-FY97 LAR), or (ii) 30 percent of the current year's lending program.  However, when a country's annual lending program is small and consists of only a few projects, the Regional vice president exercises judgment on whether the operation should be presented under regular or streamlined procedures.
