  1. Consistent with AMS 1.30(c) and any Regional requirements, TLs may delegate in writing their authority to sign procurement actions to designated PS or PAS.
  2. RPAs may delegate the clearance of these actions to specific PS or PAS provided the loan is below US$25 million or the grant is below US$2 million.
  3. Waivers and amendments to Legal Agreements should be processed in accordance with  BP 13.05, Project Supervision.
  4. This includes procurement notices, bid documents, prequalification documents, consultant request for proposal packages, and contracts. All terms of reference for legal work must also be cleared by CCPr.
  5. The Director, OPCPR, and/or CCPr may be involved upon RPA's request.
  6. Prequalification lists, consultant shortlists, consultant selection, supplier/contractor selection, and contracts. Selection of consultants for legal work requires additional clearance by CCPr.
  7. See para. 2.62 of the Procurement Guidelines. 
  8. CCPr advises at RPA/CL's request.
  9. Other than the "exceptional cases" referred to in para. 14 of BP 11.00 and para. 24 of BP 11.00, any exceptions to the Bank's policy to cancel the amount of the loan allocated to the misprocured goods, works or services require the approval of the MDO.
  10. Responses to more complex complaints and to complaints involving EDs should be reviewed with the Director, OPCPR, and CCPr.
