Preface Procurement under projects financed by the International Bank for Reconstruction and Development (IBRD) and its affiliate, the International Development Association (IDA),* is carried out in accordance with policies and procedures laid down in the Guidelines: Procurement under IBRD Loans and IDA Credits (hereinafter called Procurement Guidelines). The standard bidding documents in this publication have been prepared for use by borrowers in the procurement of works for "smaller" contracts-valued at generally less than US$10 million-by international competitive bidding (ICB). These documents may also be adapted to national competitive bidding (NCB). However, substantive changes to adapt to NCB are generally necessary in the Instructions to Bidders and the Conditions of Contract. For complex works under US$10 million, such as marine works and water treatment plants, it may be preferable to use the World Bank's Standard Bidding Documents, Procurement of Works.
