| Ceilings for Short Lists of National Consultants In accordance with paragraph 2.7 of the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, short lists for consulting assignments may comprise entirely national consultants if the estimated contract amount is below a certain dollar ceiling. The ceilings will be established in the loan or credit agreement and will consider the nature of the project, the capacity of national consultants, and the complexity of the assignment. However, the ceilings should not exceed the amounts defined below for each country. These amounts have been determined by the Operations Procurement Review Committee (OPRC) of the World Bank and became effective on July 26, 2002. The OPRC has not yet considered amounts for countries in the Africa (AFR) and Middle East and North Africa (MNA) regions. Until the OPRC approves specific ceilings for each country, the ceiling of US$200,000 should be used for all countries in AFR and MNA.
