In accordance with the Guidelines, short lists for consulting assignments may comprise entirely national consultants if the estimated contract amount (including any applicable taxes) is below a certain monetary ceiling set up for each country (see the table below). The ceilings for each individual project have to be established in the legal agreement based on the nature of the project, the capacity of national consultants in the sector, and the complexity of the assignments. However, the individual project’s ceiling should not exceed the amounts approved for each country by the Operations Procurement Review Committee (OPRC) of the World Bank on July 26, 2002.
