Procurement Harmonization work at the country levelÂ
Under the auspices of the joint World Bank and the OECD Development Assistance Committee (DAC), interested developing countries and bilateral and multilateral donors started working together from 2003 to strengthen partner country procurement systems and the partners' ownership of the procurement process. The overall objective of this joint OECD/DAC initiative has been and continues to be to improve aid effectiveness by moving towards harmonized use of the country systems. Harmonization of procurement policies and procedures among international financing institutionsÂ
In the initial stages of the Harmonization initiative, the focus was on aligning policies and procedures of development institutions. Representatives of multilateral development banks (the Harmonization Working Group) have been working together to produce "harmonized" bidding and proposal documents.Â
