It is during Implementation that the largest number and greatest value of contracts are awarded.  There are generally several contracts for consulting services above US$ 200,000.  Equipment and civil works contracts can be in the millions of dollars.

It is important to recognize that the borrowing country is responsible for managing the implementation of the project.  As a result, the borrowing country, not the World Bank, is responsible for buying or “procuring” goods and civil works and selection consultants.  The Implementing Agency that was established during project preparation is the main point of contact for companies on procurement matters.

Implementing Agencies must follow the procurement guidelines set out by the World Bank.  These guidelines establish how Implementing Agencies manage the overall procurement process and individual tenders, evaluate bids and proposals, and award contracts.  Goods, equipment, civil works and consulting services are procured using a variety of formal methods that encourage competition between firms in a transparent manner. More detailed instructions on the application of the World Bank’s procurement guidelines are available in the Policies and Procedures section of the procurement website.

During Implementation, the role of the World Bank is to monitor the Implementing agency to ensure it implements the project and conducts procurement according to World Bank guidelines.  Larger contracts may be subject to the Bank’s review during critical stages of the procurement process – refer to Appendix 1 of the procurement and consultant guidelines.
