How to Advertise a Procurement Notice

What is the website for submission of procurement notices?

The website is available at http://procurement.dgmarket.com. It is provided to World Bank staff and borrowers for the submission of procurement notices only. The notices submitted to this site are will be automatically forwarded for publishing in UN Development Business (UNDB). Therefore, by submitting a notice through this website, Bank borrowers will be in compliance with the international advertising requirements in the Bank’s procurement and consultant guidelines. Companies wishing to access the notices submitted through this site should visit either the UN Development Business website (www.devbusiness.com) or the Development Gateway’s dgMarket website (www.dgMarket.com).

How can I get permission to publish a notice in the system?

If you are a Bank staff member and have "procurement" in your title, you can create and publish notices for any World Bank project. You should log in to the system using your World Bank e-mail address. If you've forgotten your password, leave the password field blank and click "enter" - you will then be allowed to request a new password. Since the website uses "cookies" you will not normally need to enter your user name and password each time you access the site. If you are already logged in, the word "welcome" and your name will appear on the left side of the screen:

How can I grant access so that other people can publish notices for my project?

World Bank staff may grant access to other Bank staff or implementing agency staff who have registered. [Click here to register.] To grant access to a registered user follow the steps as shown in the image below. The role "Procurement Notice Reviewer" is described below. An individual with “editor” permission is anyone who is authorized to create a procurement notice, but does not approve the final notice.

 

How do I find the project when I want to publish a notice?

If you have general permission to create notices on the system, you'll want to conduct a search for the specific project for which you need to publish the notice. Click on "Advanced Search" and set up your search parameters so you are searching for "projects", then select the appropriate country, then select "World Bank" under Funding Agency. This will bring up a list of all World Bank-financed projects currently under implementation in the country you selected.

If you are only assigned rights to a select number of projects, click on "publish notices" in the left-hand navigation bar. This will list the projects that you have been assigned to.

What if my project is not in the system?

Typically, the website only lists those projects for which a procurement notice has already been published. You should ask the regional anchors listed below to set up the project for you (ideally, not at the last minute).

What if my notice is for selection of consultants for Bank operational work or a Bank-executed Trust Fund?

You should click on the "Trust Funds" link in the top navigation bar. Please note that beginning January 1, 2007, it is now mandatory for IBRD and MIGA staff to use the Bank's EConsult to select consultants for operational work (under the Bank's own budget or a Bank-Executed Trust Fund). This will ensure full compliance with the World Bank's AMS 15(link available to Bank staff only). Therefore, IBRD and MIGA staff should no longer enter the Expressions of Interest for these consulting services under this section of the dgMarket website. Please access Econsult at http://econsult.worldbank.orgin order to publish your EOI.

IFC staff still wishing to submit a notice should , click on "add a notice" and follow the steps below.

What happens when I publish a notice?

When you find your project, you'll want to click on the project name. You'll see a page with your project ID and name - similar to this image:

Click on "add a notice" to create the new procurement notice. You'll be provided with a form containing several fields. There is a help icon (?) next to each field in case you are unsure of the information that is required. You only need to complete the fields indicated with an asterisk (*). How much time do I need to allow for the publication of the notice in all of the correct places?

Please add at least two working days to the deadline to ensure that the notice is published in both UNDB and dgMarket.

I entered my notice, what happens when I click on "save and continue?

After you click on save and continue, you'll be asked to classify the items that are being sought in the procurement notice (for example: construction supervision services; vehicles; medical equipment, etc). This classification is known as the Common Procurement Vocabulary or CPV. The CPV classification is extremely important it enables dgMarket to send alerts to potential bidders and to automatically translate abstracts of procurement notices into other languages. Please pay particular attention when selecting the CPV codes.

The CPV field will be similar to this image. You'll see that there is a help icon that you may click on for more information. After you select the CPV, click continue at the bottom of the page.

 

Okay, I'm ready to publish my notice, what happens now?

After you click on "publish", you'll go back to the project screen where you started. Your new notice will be listed toward the bottom of the page. It will display the status "submitted" with the words "approve" or "reject" next to it (see image below). If you are a World Bank procurement staff or have the equivalent level of access, you may click on "approve" and then "publish" to publish your notice immediately. In all other cases, an e-mail notification will be sent to the individual who is listed as "Procurement Notice Reviewer." The procurement notice reviewer is the Task Team Leader or any Bank staff who has been designated by the TTL to approve procurement notices. The e-mail will contain clear instructions on how to approve the procurement notice. If the reviewer does not respond within 72 hours, the notice will be automatically published.

Note: for selection of consultants by the Bank (notices entered under the Trust Fund link, there is no approval process.)
