E-Bidding Requirements for MDB Loans, Grants and Credits

As you know the Guidelines effective May 2004 introduced the use of electronic means for carrying out procurement actions. We have been working with the other multilateral Banks to design common practices to avoid different assessments of the same borrower's system by different banks. As a result I am pleased to attach copy of the harmonized document called "E-Tendering Requirements for MDB Loans, Grants and Credits" which provides guidance on the requirements for a borrower's system to be acceptable to the banks. Needless to say that all the requirements in the guidelines continue to prevail.

The internal clearance process for accepting a borrower's E-bidding system requires RPM approval. RPMs should consult with OPCPR (Knut Leipold) on technical issues and at RPMs' discretion with OPRC before providing final clearance.
