The Civil Society Team (CST) replaced the Bank's former NGO Unit in 2004. It was originally comprised of staff from the Bank's External Affairs (EXT) and Social Development (SDV) Departments, but in 2006 it expanded under the name Global Civil Society Team, and comprises staff from the Bank's European offices in Paris and Brussels, and from the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA). The CST also maintains ongoing contact with civil society focal points from the six Bank regions and half a dozen networks such as the Operations Policy and Country Services (OPCS), Human Development (HDN), and Poverty Reduction and Economic Management (PREM).  Â
The CST serves as the institutional focal point for the Bank’s engagement with civil society. As such the CST: formulates institutional strategy; provides advice to senior management; monitors civil society engagement staff across the institution; provides guidance, training, and technical assistance to program staff on how to consult and involve civil society in Bank operations; undertakes ongoing outreach efforts to global civil society networks; and provides civil society groups with access to Bank information, personnel, and other resources.
