| The Civil Society Budget Initiative (CSBI), a three year grants program coordinated by the International Budget Project is inviting “Letters of Interest” from civil society organizations interested in receiving financial and technical support to build their capacity to carry out effective analysis and advocacy work on government budgets. Eligible countries for the first year selection include Burkina Faso, Ethiopia, Malawi, Mozambique, Senegal, Cambodia, Indonesia, Mongolia, Bolivia, Honduras, and Nicaragua. The deadline for application is February 28, 2004. While CSBI prefers to receive applications in English it will accept applications in French, Portuguese, and Spanish.
CSBI is a partnership of civil society organizations (CSOs) that specialize in citizen based budget work, and donor agencies. The partners are: FUNDAR of Mexico, The Uganda Debt Network, The Institute for Democracy in South Africa, The Center for Democracy in Bolivia, The Ford Foundation, National Center for Advocacy Studies, India, the Municipality of Porto Alegre in Brazil, DFID, SIDA, DANIDA, and The World Bank.
The CSBI was initially developed as a project of the Participation and Civic Engagement (P&CE) Group of the Social Development Department of the World Bank in 2000, to be funded through trust funds. Titled "Strengthening Civic Engagement in Budget Work in Countries Developing Poverty Reduction Strategies",the project was developed in collaboration with World Bank Institute, and the objective was to promote accountability and transparency in public expenditure management in countries developing PRSPs, through capacity building of civil society groups in budget work. It later evolved into a multi-stakeholder coalition effort, with the International Budget Project of the International Center on Budget and Policy Priorities - in Washington, DC - as its Secretariat. The CSBI is governed by a steering committee comprised of representatives of the partner organizations, and has a small executive committee to provide more immediate oversight. It also operates regional "nodes-groups based in Africa, LAC and Asia that will provide technical support to CSBI supported projects.
