| April 20, Tuesday | 2:00 - 4:00pm Institute for Policy Studies 733 15th St. NW suite 1020 | "Rethinking Participation" - Discussion of PRSP Process Panel discussion organized by ActionAid on Poverty Reduction Strategy Papers (PRSPs) coincidided with release of ActionAid US paper: "Rethinking Participation. The Limitations & Constraints of the PRSP Process and How to Move Forward". Jane Ocaya Irama, Policy Coordinator from ActionAid Uganda and Rick Rowden, Policy Analyst from ActionAid USA presented findings of recent research and questions raised in the paper. Linda Van Gelder, PRSP Task Team Leader and Reiner Forster, Social Development Specialist in the Social Development Department at the World Bank responded to issues raised. It was an open discussion. The event was co-sponsored by the Civil Society Team and the Development Dialogue on Values and Ethics Unit at the World Bank. The discussion on globalization was lead by a panel composed of Patrice Barrat and Evelyn Messinger, co-founders of the Bridge Initiative, Atila Roque, Brazilian civil society leader and head of Action Aid/US, and Katherine Marshall, Head of the Bank's Development Dialogue Unit. | 2:30 - 4:00pm J building room J B1-075 | NEW !!! | April 22, Thursday | 9:30am - 11:30pm IFC building room F 11P-142 2121 Pennsylvania Ave. NW | Meeting on IFC Safeguard Policy Review The International Finance Corporation (IFC) was at that time updating its environmental and social safeguards and corporate disclosure policy. Peter Woicke, IFC Executive Vice President, Rachel Kyte, Director of IFC Environment and Social Department and other senior staff held a general discussion on the IFC safeguard and information disclosure policies. More information on the Safeguard Policy Update and the Disclosure Policy Review can be found at www.ifc.org/policyreview. A Review of IFC’s Safeguard Policies, was released in April 2003 and can be found at the CAO’s web site. | 10:00am - 12:00pm Jurys Washington Hotel, 1500 New Hampshire Ave. NW | Delivering on Debt Relief: Finishing the Job HIPC Started The Roundtable, organized by the Center for Global Development, focused on the achievements and the shortfalls of debt relief, proposals for deepening debt relief, and recent innovations for financing future development. | 4:00 - 6:00pm J building room J B1-075 | A discussion on the New IMF/World Bank debt sustainability framework for Low-Income Countries Gobind Nankani, World Bank Vice President and Head of the Poverty Reduction and Economic Management Network, jointly with Timothy Lane, Assistant Director of the IMF's Policy Development and Review Department and CSOs discussed a new framework on debt sustainability, as outlined in the paper: "Debt Sustainability in Low-Income Countries—Proposal for an Operational Framework and Policy Implications", and shared their views on related issues and challenges. Representatives of the World Bank and IMF trade teams debated the institution's trade agendas with several CSO representatives. The session was organized by the Heinrich Böll Foundation and the Center of Concern. Panelists were: Hans Peter Lankes Chief, Trade Policy Division (International Monetary Fund), Martin Khor Director (Third World Network), Richard Newfarmer Adviser, International Trade & Prospects Group, (World Bank), Sarah Anderson Fellow, Global Economy Program (Institute for Policy Studies). John Sewell, Senior Scholar, Woodrow Wilson International Center for Scholars moderated the discussion. It was an open event. During the session, Anis Dani, Lead Social Scientist in the Social Development Department, and Kirk Hamilton, Lead Environmental Economist at the World Bank discussed the consultation process and the proposed changes to the policy. World Bank, IMF and CSO representatives discussed findings of the "Global Monitoring Report 2004. Policies and Actions for Achieving the MDGs", that was discussed by the Development Committee during the Spring Meetings. Participants from the World Bank were: Mohammad Zia Queresi, Senior Advisor, Global Monitoring Secretariat, Ellen Goldstein, Manager of the Results Secretariat, and Susan McAdams, Advisor, Office of the VP, Concessional Finance & Global Partnerships. Participants from the IMF were: Jim Boughton, Assistant Director, Policy Development and Review and Thomas Dorsey, Deputy Division Chief, Policy Development and Review Department. This discussion also included the Bank's work on monitoring and evaluation, and specifically on the new "Managing for Development Results" mandate coming out of IDA 13 and a report-back on the February Roundtable in Marrakech. | 4:00 - 6:00 pm IMF Auditorium | Voice and Vote of Developing Countries on the Boards of the IMF and World Bank Panel discussion on IMF and World Bank governance organized by New Rules for Global Finance Coalition, Evangelischer Entwicklungsdienst (EED), World Council of Churches and InterAction.
