The 106-page report is divided into five sections: policy dialogue and consultations; civic engagement and participation; operational collaboration and institutional partnerships; global, regional, and country-based engagement; and outreach to civil society constituencies. In each section the Review describes, with rich details, how the Bank has reached out and involved civil society in its policy formulation, research, training, funding, and implementation initiatives. There are also two annexes which describe civil society involvement in CAS consultations in 50 countries and PRS formulation in 41 countries.
Policy Consultations: CSOs participated in numerous policy consultations on major Bank policies such as extractive industries, social development, country systems, and loan conditionalities. These consultations were held via numerous face-to-face meetings around the globe, video conferences with CSOs from dozens of developing countries, and web-based discussions. The views and recommendations made were carefully considered by Bank staff and incorporated into new policies where possible. At the country level, CSOs were consulted in the formulation of 50 of the 68 (73%) County Assistance Strategies (CASs) approved in 2005 and 2006.
Information Sharing and Training: The Bank increased its information-sharing and training activities with CSOs by further expanding its disclosure policies, increasing translation of Bank documents, and opening new public information centers in developing countries. 2005 was a landmark year for the Bank’s disclosure policy as the Board mandated disclosure of additional Bank documents such as operational policy and strategy papers, Board minutes, project completion notes, and the staff manual. A number of training activities on Bank policies and programs were undertaken with several European civil society networks in the Netherlands, Italy, and France, as well as with CSOs in Africa in the areas of HIV/AIDS, education, and social accountability.
Grant Making: The Review documents the activities carried out by numerous grantmaking mechanisms based in the Bank’s headquarters in Washington, D.C. which provided hundreds of CSOs with grants to support girls’ education, environmental conservation, AIDS prevention, post-conflict reconstruction, civic engagement, youth empowerment, and rural development. The Bank also supports the efforts of thousands of community groups carrying out local development and poverty reduction efforts through government-managed social funds and community-driven development projects. It is estimated that up to $1 billion a year, or 5% of the Bank’s annual portfolio, is channeled to CSOs through these government-managed funds.
Civil Society Involvement: The Bank also continued to encourage a high level of civil society involvement in its financed projects. An estimated 217 of the 302 loans (72%) approved by the Board during 2006 had some sort of CSO involvement including being consulted on project design, providing skills training, receiving funds to deliver social services, and evaluating results. Unprecedented collaboration between the Bank and CSOs occurred on relief and reconstruction efforts after the Asian tsunami in December 2005. The Bank also worked with its government partners to encourage them to engage civil society in their countries through greater participation in the Poverty Reduction Strategies (PRS), strengthening social accountability and participatory budget initiatives, and supporting CSO community development efforts. It is estimated that CSO were actively consulted in nearly 80% of 56 PRS-related documents approved over the past two years.
