 Bibliography on Strategic Environmental Assessment (by M. Partidario, New University of Lisbon, 1996).  This is a comprehensive bibliography on SEA prepared in collaboration with the Canadian Environmental Assessment Agency and the North American Treaty Organization.  

 Calabash Project web site (Southern African Institute for Environmental Assessment).  This project aims to identify and expand opportunities for civil society involvement in decision-making through environmental assessment processes, and to define issues, options, approaches and tools for integrating environmental planning, assessment and management into small-scale community driven developments. The web site contains case studies, generic terms of reference, and participation handbook.   

 

 Hong Kong Strategic Environmental Assessment (Government of Hong Kong Environmetal Protection Department).  This web site contains a list of SEA materials in Hong Kong, including a SEA Manual, completed SEAs, TORs (Study Briefs), and a SEA workshop information. 

 

 IAIA Principles of Environmental Assessment Best Practice (International Association for Impact Assessment and Institute of Environmental Assessment UK, 1999).  This document, IAIA Principles of EIA Best Practice, describes the purposes, aims, and approach used to develop the Principles; and presents the definition of EIA, its objectives, and the Principles of EIA Best Practice.   

 

 IIED SEA Source Book (by B. Dalal-Clayton and B. Sadler, International Institute for Environment and Development, 2005).  There are 27 major SEA case studies cited in 19 countries or groups of countries.  Many of these case studies are covered in the Sector Section of the toolkit.  For particular chapters of this source book, click here.

 

 OECD DAC SEA Task Team Network (United Nations Development Programme).  This web site provides the OECD DAC Strategic Environmental Assessment Team Members and other practitioners with the opportunity to engage in dialogue, to exchange experiences, and to share relevant resources.  Applying Strategic Environmental Assessment: Good Practice Guidance For Development Co-Operation (OECD, 2006) and Strategic Environmental Assessment Good Practice Guide: Methodological Guidance (by M. R. Partidario, 2007) are available in its SEA Public Library.

 

 Netherlands Commission for Environmental Impact Assessment (NCEA). The Netherlands Commission has a searchable database and library for EIA and SEA documentation. The resource consists of case studies, manuals and articles. Reviews of SEAs are also available in the project database.

 

 UNECE (United Nations Economic Commission for Europe) Convention on Environmental Impact Assessment (EIA) in a Transboundary Context - SEA Manual website.  The final draft (April 2007) of the Resource Manual to Support Application of the Protocol on SEA is available on this web site.   

 

 UNEP EIA Training Resource Manual 2nd Edition (2002).  This manual, papapred for the United Nations Environment Programme, addresses issues such as encompassing transboundary effects; assessing the impact of trade policies, budgets, structural adjustment programmes, national plans and projects of a regional nature; and developing methodologies to ensure transparency in the process and involve public participation.

 

 United Nations University Strategic Environmental Assessment Course Module.  This web site includes SEA reports by country and by sector.
